As mentioned that the issue is still persisting, It might be due to some incorrect settings that the automatically download MMS setting is not showing. So firstly please turn on the data and then please follow the below steps to troubleshoot.

1. Go to Settings.
MMS messaging is an option on all smartphones that can be used with Ting. If you have a smartphone, go to the next troubleshooting step. If you have a feature phone, check this list to see if your phone is listed. If it is listed, picture and video messaging are not supported for your phone.
2. Scroll down to the access point.
3. In there, select the + button at the bottom of the page to create new one.
4. There create a new access point and name it Test (or any other name your like!)
5. Now, give the APN name as Test and save it. If you get any prompt stating that you do not have enough information, just click Ok.
6. Now, In the access point screen, select Test and wait for it to go active and your original APN will say inactive.
If the issue still persists, you can again reselect the Original APN and check if you receive any settings from the service Provider.
If the issue still persists, please try to do a HARD RESET and check.
Why Won't My Mms Download
The hard reset will bring your phone back to factory settings, the same state as when the device was first turned on. All apps, messages, media, personal settings, etc. will be removed from the phone. If backup is turned on under Settings, you can restore your apps and settings after performing a hard reset (as long as you initialize the phone with the same Microsoft Account).
